Abstract [eng] Administrative liability in Lithuania is applied not only on the basis of the CAV but also on the specialised laws. Thus, the model of legal regulation of administrative liability consists of the CAV, more than thirty specialised laws, the Law on Administrative Procedure and the Law on Public Administration, as well as other legal acts. The regulation of liability for breaches of specialised laws is fragmented and is not harmonised either with each other, or with the CAV, and in some cases different rules for similar issues are established, although there is no objective explanation for such differences. The aim of this study is to analyse the legal regulation of administrative liability under the CAV and specialised laws, its development and application practice, as well as to distinguish the legal relationship of administrative liability from other similar legal relations - criminal liability. Based on this analysis, this thesis defines the model of legal regulation of administrative liability in Lithuania and identifies its peculiarities. After the analysis of individual elements of the administrative liability model in Lithuania, this thesis evaluates its coherence, advantages and disadvantages, and evaluates the possibilities to improve the existing model. In order to ensure the systematic nature of the administrative liability model, it is proposed to harmonize the legal acts regulating administrative liability.
