Abstract [eng] This master's thesis analyzes the application of knowledge management system in the public sector in Akmene district municipality administration. Definition of knowledge management system, significance of knowledge management systems within organization and details of knowledge management system are provided in this paper. The theoretical part of the thesis analyzes particularities of knowledge management system in the public sector. An empirical research was applied in order to analyze the present situation of knowledge management system in Akmene district municipality administration as well as in its departments and provide certain guidelines regarding its improvement. The research consists of four following stages. The purpose of the first stage was to determine the components of knowledge management system ant the specifics of its management while analyzing scientific literature. The purpose of the second stage was to study the documents regarding the activities of Akmene district municipality administration and to determine whether the components of knowledge management system are acknowledged in the mentioned documents. The purpose of the third stage was to establish the attitude of the employees towards the existing technological infrastructure (preservation and dissemination of knowledge), organizational culture (acquisition and sharing of knowledge), education options and improvement of competences (refinement of new knowledge). Stage four consisted of the evaluation of knowledge management system in Akmene district municipality administration as well as determination of fields that require improvement. The evaluation of knowledge management system in Akmene district municipality administration has disclosed, that technological infrastructure ensures the dissemination of information and news among the employees; however, there is a certain gap between the departments and divisions (elderships) of the municipality administration. Employees of the elderships have quite limited access to information; therefore there is an issue of solving problems rapidly. Evaluation of employees opinion draws a conclusion, that the company encourages its employees to study independently and increase their competences while training. However, encouragement of team work is missing in the company. Team work would be means to obtain new knowledge and transfer individual knowledge to organizational. Moreover, the organizational culture does not ensure cooperation, though, as the employees of the company revealed, it significantly influences their work results. The managers of Akmene district municipality administration should analyze the reasons behind the fact, that employees of the elderships have a limited access to information and solve this issue. Likewise, it is recommended to encourage employees to work in teams and share their knowledge via cooperation and let them comprehend, how valued their knowledge is. The master's thesis consists of an introduction, three parts, conclusions and recommendations. The first part of the work analyzes particularities of knowledge management system operation in the organization and its significance regarding competitiveness of the organization. Essential components of knowledge management system have been determined. The second part of the work reveals research methodology and profiles of the respondents. The third part of the thesis provides analysis of the documents and analysis of the results of an anonymous survey.
