Masters work analyzes theoretical aspects of changes management, revealing concept of changes, factors encouraging and impeding changes in organization, a conception of the changes’ management, changes management models, peculiarities of changes management in public sector organization and administration peculiarities of institutions implementing health protection politics and changes management in these institutions. Masters work presents detail analysis of manager’s leadership competence managing changes in the public sector, emphasizing the importance of transformational leadership in the process of changes management. There was completed empirical study using deep semi-structured interview method. The objective of the study was to examine Siauliai region public health bureaus managers’ readiness to work in the context of changes. Study results show that examined bureaus managers understand and evaluate challenges of the contemporary environment, know and understand factors affecting success of this process, but do not employ any changes management model. Changes process is chaotic, and not consistent with the specific steps of changes management. Siauliai region public health bureaus managers have a lack of leadership competence, and their disposable competence is not enough to overcome both external and internal obstacles to change and to become leaders of changes in their organizations. |
