Abstract [eng] The aim of Bologna Process is to create a common area of higher education in Europe, caused by changes in higher education institutions in the field of management. Higher education institutions are reluctant to change restricts their participation in international activities, so the essential institutions of competitiveness and survival factor has become the ability to react to changes in the external environment and make appropriate decisions internal management. For modernization of higher education is an important aspect of becoming and participatory management, giving employees the opportunity to contribute to decision-making and implementation. Because of the diversity of higher education institutions Master's thesis chosen to examine the higher education institution - Šiauliai University. The Master's aim – to analyze employee involvement in Siauliai University changes on purpose to strengthen participatory management. The paper consists of three main parts – conceptual, methodological and investigative. The conceptual part of this paper discloses the institutions of higher education management aspects in the context of public management theories, analyzes the implementation of employees in the higher education institutions changes management of the theoretical and participatory governance in the context of higher education management. Methodological part of the paper presents the strategy of empirical research, also presents method qualitative research. Investigative part of the paper presents strictly-structured interview with Siauliai University employees, which are responsible for making and implementing science policy, in order to identify the main problems restricting encountered in engaging employees in Siauliai University changes to strengthen participatory governance, and to identify the potential direction to involve employees in change managing and participatory management. The interpretation of the results was based on content analysis method. The main results of the investigated part revealed that employees are included in Siauliai University changes and participate in contributing to the management, in various forms, but still there is a lack of motivation, appropriate promotion and responsibilities distribution system. In the end of paper, according to the results of theoretical analysis and empirical researches, were constructed conclusions and presented recommendations.
