Abstract [eng] In this final work, which after the first results of the implementation of the E. health system programme in Lithuania in E. assessment for this change the recipe to include the position of private pharmacies, to see the partnership between the public and private sector organizations, in the implementation of the programmes of the State health system, the improvement of the management and process capabilities. The results of the end of the 2015year and the beginning of 2016 year, then the E. prescription installation sticks in Lithuania , this work shows the relevance and timeliness, motivate to go deeper into the first stages of implementing the change and look for answers in science, legal and administration implementation of the program environment. By exploring the foreign and Lithuanian scientists work on public-private partnership in the implementation of the State public services, content, benefits, types, inter-institutional cooperation mechanisms, features of the theoretical aspects of the basic E. prescription, as a component Lithuanian implemented health service increasing access system E. health one phase, legal documents and administrative framework, was recognized the necessity for responsible management of such change when were included organizations of different sectors. The empirical research, through JSC Gintarinė vaistinė experience in the presence of the implementation of E. prescription 2014-2016 m. case, the results show that not all countries are ready for change – to use IT services to improve the accessibility. In this case, the medical institutions. The investigation revealed that not enough has been aligned in medical institutions’ engagement opportunities and motivation to E. prescription installation. The problems arise due to the virtual instrument: medical institutions, physicians were not sufficiently included in the testing instrument. The causes of the problem lie in the insufficient inter-institutional interaction when the bodies in different sectors are used to implement the state programs.
