Abstract [eng] Concepts of the leadership and transformational leadership are analyzed in the master thesis. The analysis focuses on the transformational leadership expression, the role of the transformational leader in organization, adaptation of the transformational leadership, the advantages and disadvantages. The aim of study: to identify the transformational leadership features in the public sector based on the analysis of the theoretical concepts. The object: transformational leadership. The tasks: 1) To analyze the theoretical concepts of the leadership and transformational leadership according to the lithuanian and foreign scientific literature; 2) To theoretically reveal the transformational leadership expression and the role of the transformational leader; 3) To analyze the performance of the leader’s transformational leadership in the public sector; 4) To identify the factors, which encumber the transformational leadership expression in the public sector. The features of the transformational leadership in the public sector were revealed by qualitative research. The research data was collected using semi – structured interview with the leaders of Siauliai region municipality, heads of the different administrative divisions and personnel. This study reveals that the model of transformational leadership is dominant in the practice of most respondents of the study, despite the co – existence of some features more common for the traditional leadership models. In general, all components of the transformational leadership, including individualized consideration, intellectual stimulation, inspirational motivation and idealized influence, were identified in Siauliai region municipality. These transformational leadership expression-encumbering factors were identified in Siauliai region municipality: structural barriers, models of leader’s attitude and behaviour, lack of employee’s motivation, shortage of psychological help in stressful work conditions and the lack of application of teamwork methods.
