Abstract [eng] Master's thesis subject - Health system reform implementation. Master's thesis objective - investigate the health system reform in Šiauliai district. The aim of research was based realization of the objective empirical social’s study teaching principle of triangulation, where one is applied to study the phenomenon of several methods: legislation and social indicators analysis, semi-structured interview and questionnaire. In theoretical part of the master thesis analysis health system reform and the assumptions and implementation directions. The presentation of the health system institutional framework, the main health policy regulate documents of the WHO, the EU and Lithuanian, analysis of health system financing and health care facilities‘ organization. Issue of health system reform policy change factors, trends, the transformation stages of the reform, analyzes the 3 R concept of health care. Introducing the European health systems reform practice, presented the models of the facilities‘ regulation delivery. Empirical research methods’ analyzed health system reform and implementation of the Šiauliai district. Empiric research confirmed hypothesis, that the health system reform implementation is necessary because of changing social, demographic and economic characteristics of the country. Research results shows that the implementation of health sector reform in Šiauliai region is difficult to reconcile rational human, technological and financial resource allocation. This situation show that not for all people guaranteed and timely access to quality health care facilities. The analysis of health system reform in Šiauliai district health care institutions (HCI), it can constad that the state declared a priority to maintain range to enhance the primary health care link. However, due to high general practitioners doctors workload and most people neglect for their health, increasing senior for secondary and tertiary health care facilities. Health system reform provides 3 R’s concept allows the treatment of diseases difficult to concentrate specializated centre, which have modern equipment and work qualified doctors consultants. The research involved the assessment of experts, reform allows patients to choose high quality services providing (HCI). However, the socially vulnerable population groups, because of medical consultants and more from their residential areas moving away HCI, worse health care access.
