The consept of competence is presented in the master‘s work, the differences of a person‘s competence and qualification are revealed, the consept of socio-psychological competence is analysed in detali, as well as its theoretical models and its formation. As this investigation was carried out by using E.Payton‘s model of socio-psychological competence, so this model has been analysed here very exhaustively. In the process of investigation it was determined that the socio-psychological competence of the heads of Mažeikiai District Municipal Administration is insufficient, so they are offered to improve and perfect their competence by self-training and it is said the Municipal Council should increase the financing for raising the level of competence of the civil workers employed in the municipal administration who could participate in various training courses, seminars, etc. The hypotheses of the scientific investigation coutched by the author are verified in the master‘s work, it is stated that socio-psychological competence depends on demographic factors, job experience and the position held by a person. It was also found out that certain differences in estimating socio-psychological competence of the heads exist. The estimations made by the heads themselves differ from the ones made by their subordinates. |
