School reform is based on the changes, which encompass a number of series and parallel arranged components, and that have an impact on groups of different interests in a particular stage. The restructuring process requires especially efficient strategy preparation and process management. Municipalities face various problems in carrying out a school reform. The problems include school community opposition, pupils’ transportation to and from school, organization of qualitative education. In Pakruojis region school network is not enough rational and effective, high quality educational services, which must correspond to pupils’ needs, are not ensured here. These problems are being tackled by optimizing the school network. The number of pupils in the region is declining more rapidly than it has been predicted.
