Abstract [eng] The theoretical analysis of the scouts ideology, principles, and history review is carried out in the present paper. Statutes of the Scouts of Lithuania are introduced, the methods of the Scouts of Lithuania from the educational aspect are described too. The history of the origin and development of special education is reviewed, the basic legislation and acts of law, connected to the integration of the disabled into the society, are introduced as well. The hypothesis is formulated in the following way: it is probable, that mentally handicapped children, integrated into the unit of scouts, will be able to understand the program for candidates to the scouts, that is prepared and adapted to them, based on the applied physical education, their knowledge and abilities will increase greatly at the end of the experiment. The phenomenological qualitative research is carried out with the help of the written questionnaire, oral survey (interview) and the gained data analysis in the course of the observation, method of the statistical and medical documents analysis. In order to find out the equality of the statistical average of the researched scouts’ practical activities, knowledge and abilities’ alternation, the statistical analysis is performed. The research of the attitude of the society(LS scoutmasters, parents/foster parents of the scouts and scouts (of different age groups)) towards the integration of the disabled people into the scouts activities, is carried out. 7 mentally handicapped teenagers of the age 10-15, living in Šiauliai children foster-home “Šaltinis” participated in the research. 3 of them are boys and 4 are girls. 4 are studying in J.Laužikas School, 2 in Ringuva Special School, 2 in Šiauliai Speech Therapy School. The research was performed in the year 2007-2008. Also, the following participants took part in the research: 1) 84 LS scoutmasters. 2) 44 parents/foster parents of the scouts of Šiauliai district. 3) 80 scouts from Šiauliai district. In the research we followed these basic regulations: 1. Methods of scouts, based on the practical activity, connected to the applied physical education, help to enable mentally handicapped people into the scouts’ activities. 2. Scouts activities help to educate the disabled person universally. The most important conclusions of the society’s attitude towards the integration of the disabled into the scouts’ activity: 1. LS scoutmasters are competent in their guiding associations to educate the person with special needs. 4% of scoutmasters in various associations of Lithuania educate people with special needs. 2. The attitude of the scouts’ parents/foster parents towards the disabled scouts and candidates to the scouts of Šiauliai district (the unit of Lithuanian Scouts, corresponding Šiauliai district) is very tolerant. Only 11% of the researched would not like, that the people with special needs would be integrated into the scouts’ association of their children. 3. In 23% of the scouts associations of Šiauliai district disabled scouts or candidates into scouts are educated. Educated children with specific cognition disorders and uncultivated processes of cognition comprise the biggest percent (23%) in these associations, 20% are children with emotional, behavior and social development disorders; 18% with complex disorders; 16% with sight disorders; 14% with intellect disorders. Children with hearing, movement and position, somatic neurological disorders are not educated in the scouts’ associations of Šiauliai district. The conclusions of the research of the most important practical activities, knowledge and abilities’ alternation of the scouts are as follows: 1. The bigger the potential of the various practical knowledge and abilities the researched have, the faster they understand the program, adapted for the disabled candidates to the scouts. 2. The statistical evaluation before and after the experiment, the main factor of which is the applied physical education, differs while evaluating the knowledge and abilities of the respondents of the first activity (distance, measuring of height practically and on the piece of paper (approximate knowing of the depth of the ditch, height of the tree, house (m), size of the body parts (cm)) and of the fifth activity (various knots, weaver’s, fisherman’s, policeman’s, tent’s), tying the loop, crochet. The hypothesis: it is likely, that mentally handicapped children, integrated into the unit of scouts, will be able to understand the program for candidates to the scouts, that is prepared and adapted to them, based on the applied physical education, their knowledge and abilities will increase greatly at the end of the experiment, has proved out.
