Abstract [eng] The master's thesis "Peculiarities of the Implementation of the Rights of the Owners of Buildings Located on the State Land" analyzes the state as the owner, revealing the imperative regulation of the implementation of its rights by the norms of public law. The author examines how the state implements its rights and obligations in the context of property law through state institutions, with a special focus on the National Land Service and the regulation of its activities. The paper also analyzes the process of nationalization carried out during the occupation and the subsequent privatization period that took place after the restoration of the independence of the Republic of Lithuania. These issues are briefly discussed in order to reveal how (why) the situation of private-owned buildings on state land has arisen. In this way, the transition to the essential part of the master's thesis is revealed and the peculiarities of the implementation of the rights of the owners of buildings located on state land are revealed. This part discusses the essential principles of the management, use and disposal of state land, enshrined in Article 9 of the Law on the Management, Use and Disposal of State and Municipal Property. Based on the practice of the ECHR and the Supreme Court of Lithuania, the work also analyzes the importance of these principles and the close connection with the peculiarities of the implementation of the rights of building owners. The master's thesis also discusses the relationship between the lease and redemption of state land. Arguments on the discretion of the state not to allow the redemption of state land are presented, the consequences of such permission or refusal to allow the sale are discussed in the context of the implementation of the interests of the state and society.
