Abstract [eng] Master‘s thesis „Measurement process of municipalities’ activities: case study of Šiauliai city municipality“ comprehensively analyses the concenpt of activity measurement process, educes basic singularities of activity measurement process in public administration, and emphasizes measurement process of municipalities’ activities. Empirical part of this master’s thesis is focused on the measurement process of activities of Šiauliai city municipality, with references to the studied scientific literature. Document analysis method is specifically important while studying key documents, related to measurement process of activities in municipalities. Whereas content analysis method is applicable to determine the practices of measurement process of activities in Šiauliai city municipality and to identify key problems of activity measurement processes in use. While interviewing experts, author of this master’s thesis uses potted model of municipalities’ activities measurement. This model allowed detecting basic singularities of state and functioning of activities’ measurement processes and schemes in Šiauliai city municipality. Results of the research confirmed the initial hypothesis of this thesis - that current legislative basis of the Republic of Lithuania is not sufficient to determine effectively measurement processes of municipalities’ activities, and the activities measurement processes in Šiauliai city municipality are not fairly developed. These findings of the case study are determined by the lack of motivation and resources that are necessary to conduct measurement of the activities. Gaps in implementation of measurement processes, incomplete use of activities’ measurement related information are to be mentioned among other problems. One hypothesis was also denied in this master’s thesis – it was proven by the case study that lack of know-how and experience is not the major problem of measurement processes of activities in Šiauliai city municipality.
