This master’s final paper formulates problems of region development Problems, it analyzes and systemizes theoretical and practical research about strategic planning. Analysis of science literature showed that 2K model could be one of possible sustainable strategic planning basis of theoretical conception. The model includes two main principles of sustainable strategic planning: competitiveness (it includes distinguishing features, competitive environment, essence of competitiveness) and cooperation (level of cooperation, necessity of cooperation). Empirical research showed that Siauliai region and municipalities strategic development plans are prepared for very different period of time. Development of plans for different period of time results in different prioritization and proposal as different realization period is a starting point. Planns were being developed by groups having different number of participants, thus it is related to the provided situation analysis, methods applied (in most cases SWOT are used in plans). Analyzed strategic development plans of the region and municipalities allow distinguishing from 1 to 4 priorities, which indicate the main directions of development. |
