Abstract [eng] Continual change in all spheres of society life predetermines changes of educational process in education in particular. For the last decades the standpoint towards teaching has been changing rapidly: teaching has been replaced by learning which is emphasizing active involvement of a learner and at the same time it arouses the need to create receptive educational environments, the change of teacher’s - learner’s role in the educational process. This anew comprehensible learning is not always linked with only teaching or educating since independent learning is accentuated as well as providing the learner with effective learning measures, tools, which corresponds his or her learning style and needs. In other words, considerable attention is devoted to create efficient and rich learning environments. Object of research. Peculiarities of creation of educational environment, ensuring quality development of pre-school children’s competences. Aim of research. To investigate peculiarities of creation of educational environment which ensure quality development of pre-school children’s competences. Methodic of research, instrument of and sample. 100 pre-school pedagogues from 83 pre-school institutions in Kaunas took part in this research. Form of questionnaire was chosen. Pedagogue assessment method was applied. Instrument of research is divided into three question blocks: first block is assigned to major principles to create educational environment which ensure quality development of pre-school children’s competences, the second block comprises main factors of chiefs and pre-school pedagogues’ activities ensuring quality development of pre-school children’s competences and the third block is assigned for main principles of selection of educational environment’s measures ensuring quality development of pre-school children’s competences. Methodology of research is based on humanistic conception and constructivistic approach. Obtained results. The research confirmed initial hypotheses that educational environments are very important to quality development of pre-school children’s competences. The creation of educational environments depends on teachers’ ability to adapt education policy, selection of measures as well as principles which chiefs and teachers’ activities are based on.
