This Master’s final paper covers quality management of health care services from the theoretical point of view as well as in the context of health reform. The analysis of the situation of Šiauliai County Hospital, the analysis of experts’ attitudes as well as investigation of patients’ survey have been carried out. The paper presents the conception of the quality of health care services, the principles of health politics in Lithuania, the impact of organizational culture and human resources management on the quality of health care services. Lithuanian health politics have to conform with the European Union politics, as well as priority strategic aims of Lithuanian Republic, as a result main law acts are analysed which regulate the quality of health care services and reorganization of health care institutions. The analysis of Šiauliai county hospital experts’ opinion on evaluation of quality management of health care services and health reform are presented in the work, as well as the analysis of diagnostic investigation of patients’ survey results on the quality management of health care services. Investigations prove that in accordance with Lithuanian health reform and transition from Šiauliai County Hospital to republic-level Šiauliai Hospital, quality management of health care services in the context of health reform has to be improved in the following directions: to improve hospital information management by implementing IT technologies; to improve effectiveness of the quality management system, to provide more knowledge to employees about this system; to expedite elimination of the causes of inadequacies; to evaluate the need for actions which would prevent the appearance of such inadequacies; to provide economic conditions for suitable and expedient correction of inadequacies. In addition, employees should self-evaluate the proceedings and promptitude of such processes. |
