Abstract [eng] SUMMARY THE UNIVERSALITY OF IDEA OF HUMAN RIGHTS: PROBLEMS AND A MEASURE TO FIGHT TERRORISM AS A SOCIAL PHENOMENON The aim of this master thesis is to prove hypothesis, that it is possible to fight terrorism as a social phenomenon by tolerating different interpretation of the idea of human right in different countries and regions. In this paper the current status of human rights are analyzed. It is concluded that human rights currently are used as sort of evaluation standard to decided what is positive and what is negative. It is summarized that the idea of human rights means a system of individual rights, as a context where human being can materialize his possibilities and aims. The universality of human rights faces the main problem: how can someone state, that in this culturally diverse world one same interpretation of human rights can exist. Cultural relativism is being analyzed as a mean to fight idea of universality. It is concluded that the idea of human rights universality exist, but the content of human rights is culturally relative, and their evaluation standards evolved more from Western than from Eastern society. Terrorism is analyzed as a social phenomenon which exists objectively. It is stated the nowadays problem is that there is no distinction made between terrorists and terrorism. There is no one accurate reason why this phenomenon exists and most of the time the reasons are complex and coherent. Measures to fight terrorism, which are entrenched in documents of United Nation, NATO, European Union and Lithuania, are being analyzed. It can be stated that most of them are short-term measures, which are dedicated to prevent from terrorist acts, but not to fight terrorism as a social phenomenon. In the last part of the master thesis it is concluded that it is possible to fight terrorism as a social phenomenon by tolerating different interpretation of the idea of human right in different countries and regions, but this measure is more likely not a measure itself, but sort of context of tools (tools are understood as universal, regional, national action plans, etc how to promote respect for human dignity and cultural diversity), which are directly dedicated to fight specific reasons of the roots of terrorism as a social phenomenon.
