The thesis analyses the concept of ethics for civil servants, reveals the significance of ethics in public sector officials’ everyday activities, and highlights problematic ethical issues that officials encounter. Theoretical and applied works of different Lithuanian and foreign scholars’ are analysed and systematised from the perspective of civil servants’ ethics violations, as well as public service image. The thesis discloses the connection between ethics violations and public service image; reveals the role of the Ethics Infrastructure during prevention of ethics violations. Moreover, it analyses thoroughly the trends of public service image change in the years 2003-2008, considering this as a relevant problem. The study revealed that public opinion is highly intolerant for officials’ ethics violations; thus public service image is significantly affected. The thesis validates the hypothesis that in 2003-2008 public service image changed negatively; therefore, it is necessary to search for the ways how to prevent ethics violations in public service. |
