Abstract [eng] The final master thesis analyses the process of modernization of the Lithuanian public sector from the aspect of managerial development of electronic documents. In order to ascertain the reasons why institutions of the Lithuanian public sector move to the management of electronic documents and administrative measures rather hesitatingly as well as to establish development opportunities and tendencies in the public sector for management of electronic documents, the analysis of scientific publications by Lithuanian and foreign authors, publicized research results, legal acts of the Republic of Lithuania, strategic plans, reports, international standards, EU directives, internet sources was carried out along with their systematization and empirical qualitative research in the state management and local municipal institutions of Šiauliai city. Upon completion of the research it was ascertained that the today’s system related to management of electronic documents and exchange of information by electronic means in the Lithuanian public sector obviously does not correspond to the realisation of practical decisions provided in legislation and theoretic insights. Therefore, striving that the Lithuanian public administration system till year 2010 conforms to the level of public administration of other European countries, a larger attention should be paid to the prompt introduction of the systems for exchange of information by electronic means, transfer of documents to electronic files as well as strategic development of electronic documents.
