Abstract [eng] Master's thesis aims to discus the theoretical aspects of health care reform and further development features: the development of global health policy, health care reforms as the public administration reforms. The paper analyzes the problems of influence due to strategic planning, regional development, management and marketing. The theoretical study provides the concept of health care services, indicates the main principles of Lithuanian health policy, the situational analysis of health care reform of the Republic of Lithuania has been done while examining the health care system and its reform of the legal framework, the influence of integration into the EU's on the course of health care reform, the EU commission reports. According to this analysis, the paper confirms that the Lithuanian health policy must satisfy both: the general EU policies and the priorities of the Republic of Lithuania government's strategic objectives. The paper provides the experts – health care professionals and the experts from the health care organizations, basically – Šiauliai Republican hospital, the reorganization, the opinion analysis of health care quality management and evaluation of health reform. Separately experts – professionals have evaluated the main question of this thesis – the world based situation of minimally invasive surgery, in Lithuania and in Šiauliai Republican hospital. Particular attention among the experts – professionals has been paid to the perspectives of service development tendencies of minimally invasive surgery in Šiauliai Republican hospital.
