Abstract [eng] In the Master’s Paper activities of Šiauliai County SFVS Food Department are analysed, strategy of Šiauliai County SFVS Food Department is formulated which has to co-ordinated with the strategic performance plan 2007-2009 of State Food and Veterinary Service of the Republic of Lithuania. In the first part of Master’s Paper strategic management process is analysed as well as influencing internal and external factors, strategic management models are presented, stating that not all strategic planning methods are readily applicable in the public sector, strategic management peculiarities in public sector organizations are presented, private and public sector strategic management differences are separated. In the second part of Master’s Paper main criteria defining food safety and quality are discussed, criteria consumers follow selecting safe and quality product are given. Microbiologic and chemical product pollution risks are briefly presented, exceptional quality food stuffs as well as food safety assuring systems in EU and in Lithuania are familiarized with. The new food safety integrated attitude: strategy “From Field to table” is presented, including all stages of food chain, food safety policy implementation in EU and in Lithuania is analysed, food safety monitoring system and legal basis are also presented. In the third part of Master’s Paper thorough analysis of performance indices of Šiauliai County State Food and Veterinary Service Food Department is performed. The performance results obtaines are compared with average of the country and with the results to be obtained as per strategic performance plan 2007-2009 of State Food and Veterinary Service of the Republic of Lithuania. Statistical forecasts using trend function for 2010 and 2011, yearly changes in per cent are also calculated. After having performed Šiauliai County SFVS Food Department performance analysis and compared the results with the performance efficiency criteria as per strategic performance plan 2007-2009 of State Food and Veterinary Service of the Republic of Lithuania, conclusions are formulated, recommendations suggested. Master Paper includes 52 tables and 20 figures. In the end of the paper conclusions and recommendations are given, reference list and appendices are included.
