Theoretical aspects of management changes were analysed and structured by various Lithuanian and foreign authors in Master Thesis. It was overviewed the public purchases regulating legal base alternation (2007 – 2010 years), emitted the main and major problems which cause the changes. According to theoretical management of changes, it was carried out the analysis of management changes realising public purchases in the institutions of health care in Radviliskis district. The aim of Master Thesis was realised, applying to qualitative research methods: it was carried out the analysis of public purchases regulating documents and a half standardised interview with public purchases organising and realising employees, leaders’ business abilities and the demand of developing abilities were assessed according to prepared tests by M. Woodcock and D. Francis (1982). The results of this research made it possible to confirm the hypothesis only partly, that the public purchases organising in the institutions of health care sticks according to frequent alternation of Public Purchases Law and other law certificates, also the lack of leaders’ business abilities and the employees’ qualifications. The research helped to reveal the main problems and their ways of solution. |
