The master's thesis analyses the theoretical and practical assumptions of latent and registered criminal behaviour related to the use of illegal drugs in Lithuania. The topic of latent and registered behaviour related to the use of illegal drugs is very broad, therefore, in this work, it was chosen to evaluate only the most relevant aspects for Lithuania now: problems of determining the purpose of possession of narcotic substances; Article 54 of the Criminal Code of the Republic of Lithuania. Application of Part 3 and decriminalization of possession of a small amount of narcotic or psychotropic substances for personal use. Using descriptive and systematic analysis, analytical critical, logical, and comparative methods, separate attention is paid to the discussion of the theoretical aspects of criminal behaviour related to drug use, the relationship between the assumption of latent criminality and criminal behaviour and latency is discussed. The work analyses the statistical data of Lithuanian registered and latent crime related to the possession of narcotic substances, revealing the extent of the latency of these criminal acts. At the end, attention is drawn to the current issues of criminal behaviour related to drug use in Lithuania, discussing the problematic aspects arising in judicial practice and aspects of decriminalization. |
