Abstract [eng] Formation of learning organization is a long-term process that involves adjustment of approaches, obligations, management of the entire process and acquisition of experience. Alongside with the organization, the way of thinking of an individual affecting organizational structure, management, organizational culture and other modifications must also change. Steps towards development implemented by the individual forces the organization out of mental disbalance and thus induce to take the path of development. A competitive advantage and efficiency of the organization is achieved by applying mental characteristics, attitudes, values which, when properly followed, could give strength to face and deal with challenges that change at enormous speed. Therefore, the basic formation of the learning organization is caused by the developing individual, and the development leads to the evolution of the organization. The object of this work is the mentality of the individual, which is the basic element of the formation of the learning organization. As a consequence, the purpose is to analyze the missing element of the formation of the learning organization in shaping a model of the international learning organization. The methods used in the analysis of Lithuanian research literature of foreign and domestic scientists allow organizing and relating notions of the individual’s mental activity and elements of learning organization formation. The analysis of scientific literature lets to make a statement that the model of the formation of international learning organization includes learning, the space for change and the individual as an element that makes the system unified. Improvement of the organization involves the “improvement” of its employee. Major influence on the development and perfection of the individual has both internal (self-stimulation) and external (promotion system) motivation, skills, emotional and logical intellect, openness and innovations. Skills, creativity, emotional intellect and learning are closely related and influence the development of the individual’s thinking. The individual is developing and being developed at a company which in its turn is also developing. The developing company is a competitive, innovative, courageous and open company, which is a learning organization. The individual there is not only one of the elements of the learning organization formation but also the gist of the development. The development of the organization results in the development of the individual and vice versa. In preparing this paper different sources of scientific literature, statistic data and sociological research in English and Lithuanian have been used.
