Abstract [eng] In today’s global environment, the public sector is facing increasing challenges and demands from society. Despite the fact that the requirements help to improve the quality of the services provided, or to create more permanent legislation to implement more favorable solutions for society, at the same time it significantly increases the workload of employees and there is no possibility to create new posts. For this reason, the Government of the Republic of Lithuania adopted a decision to apply quality management systems (of their choice) in all public sector institutions, the aim of which is to improve the quality of services provided, optimize time-consuming processes and improve employee job satisfaction (Government Resolution No. 1482, 2012 ). For a long time, Lithuania did not pay much attention to assessing the emotional state of employees at work and measuring their satisfaction. Ensuring employee satisfaction is particularly important in the public sector, which is finding it increasingly difficult to attract good professionals. This is because the public sector is finding it difficult to compete with the private sector not only in terms of wages but also in terms of the package of benefits provided. Public institutions and companies have financial limits and cannot provide additional monetary or other material benefits to their employees. As an alternative, different public organizations use a variety of incentive programs and employee motivation packages. A review of the literature in this work revealed that Lean practices are quite widely used in the public sector, but no information has been found on the impact of these practices on employee job satisfaction. This question arises because the analysis of the scientific literature revealed a link between the principles of Lean application (understanding customer needs, creating value flow, creating currents in value flows, applying the pull method, pursuing value perfection, leadership, personal responsibility, continuous improvement) and employee benefits. in the workplace, such as pay, job security, opportunities for socialization, satisfaction with managerial leadership qualities, and self-realization. ((Drotz, 2014; Rappel, 2017). Scientific problem: The impact of the application of Lean practices in public sector institutions on employee job satisfaction has not been sufficiently studied. The aim of the master's thesis: is to determine the impact of the application of the Lean management system in the public sector on employee job satisfaction. Tasks of the master's thesis: 1. Based on the scientific literature to analyze the Lean management system, its application tools and techniques; 2. Review the application of Lean in the public sector based on the scientific literature; 3. To empirically investigate the influence of Lean methods and principles on employee job satisfaction by preparing a questionnaire based on the scientific literature; 4. After the statistical analysis, to identify the influence of the application of Lean practices on employee job satisfaction in LR SM and LTSA; 5. Influence specific Lean methods and principles on employee job satisfaction; 6. Evaluate which Lean practices influence employee job satisfaction in LR SM and LTSA Limitations of the study: A non-probability sampling method was chosen to collect the data. According to the author, this study cannot be used to describe all public sector institutions, as the sample of respondents is limited and not all public sector institutions use the Lean quality management system. However, taking into account the limits of the study, it is possible to further investigate other Lithuanian state institutions that use different methods of the quality management system, thus comparing which quality management method has a greater impact on employee job satisfaction.
