Abstract [eng] This paper analyses the Three Seas Initiative and the reasons for its failure so far. Based on the theoretical approach of neoclassical realism, it examines three pairs of countries in a similar strategic position: Lithuania and Estonia, Slovenia and Croatia, Romania and Bulgaria. It identified external (independent) and internal (intervening) variables that explained why these countries have different perceptions of the Three Seas Initiative. The results showed that the objectives of the Three Seas Initiative have not been achieved because of different perceptions of leaders and their ability to mobilise internal resources.
