The Master‘s thesis analyzes innovative leadership (IL) in a district municipality education governance. The relevance of the Master‘s thesis is based on the changes on public governance observed over the last decade due to the challenges of globalization. The structures and forms of activity of traditional organizations are transforming. Mastering creativity, creating and implementing innovations and developing activities based on the principles of IL is becoming a challenge for modern organizations. In this context, there is a focus on IL. The thesis consists of 3 parts. The first part analyses scientific literature and strategic documents: IL is examined in the context of postmodern leadership theories and changing public governance, introduced the concept and features of IL, discussed the factors and the model of IL for the management of modern organizations, highlighted the specificity of IL in the context of new public governance. The results of the analysis showed that personal leadership dominates in education management, but the change of leaders encourages to share experiences and focus on communication and teamwork. The second part presents the research strategy, organization, methods of the Master‘s thesis, presents the theoretical assumptions of the empirical research in the case of Telsiai district municipality education management, justifies the choice of strategy, defines the research sample, instruments. The third part aims to reveal the integrity of IL in the strategic documents of Telšiai district municipality, to identify the possibilities and need for application in education management. Data gathered from the informants of the qualitative analysis during interviews is analyzed. The object of the Master’s thesis is IL in the governance of municipal education activities. The aim of the research is to theoretically and practically investigate IL in municipal education governance and to predict the possibilities of developing the factors of this model in Telsiai district municipality. A qualitative semi-structured interview method has been chosen to achieve the goal of the empirical research. Informants are people involved in the management of education, Heads of the administration of Telsiai district municipality, Heads of educational institutions, members of the municipal council and other leaders of education. The results of the survey have shown that the public sector and IL are a complex combination that can be adapted in the public sector. The Heads of Telsiai district municipality administration and educational institutions assume leadership, usually in their activities they identify elements of IL, such as communication and the use of the team’s knowledge potential to achieve strategic goals. Education leaders and politicians are interested in the ongoing changes and at the municipal level, monitoring the demographic situation and initiatives coming from the central government, discussing them, but all acknowledge the lack of initiative, innovation and knowledge sharing. There is a lack of clear vision for the elaboration of leadership in education sector and purposeful leadership development of formal leaders. There have been highlighted the possibilities of applying IL to the management of education in Telsiai district municipality: achieving consensus on strategic goals through the use of digital technologies and knowledge management elements; support for the Principles to respond creatively and flexibly to changing circumstances; active involvement of employees of educational institutions in the creation and development of knowledge, implementation of innovations necessary to achieve the strategic goals of the organization through sharing of competencies of IL. This would help to implement changes, improve management results, initiate the dissemination of experience and provide for the actual development of education leaders, and create innovations in the field of education governance. |
