Abstract [eng] The use of open data is growing at a high rate every year. It is estimated that the use of open data can generate and save about $ 3 trillion every year worldwide and create about 13,000 new open data job openings by 2020. Currently, the topic of using openly accessible data is particularly relevant. Master's thesis consists of three parts: literature analysis, methodology and research with research results, conclusions and recommendations. The first part of the thesis, based on the scientific literature analysis which describes open data, the benefits of open data and programs to promote data opening. The second part describes the methodology and workflow. The third part of the thesis analyzes the types of open data in the world, discusses collected and classified data sources and sets in Lithuania, analyzes and describes the open data usage cases in Lithuania, analyzes the open data types in Lithuania and other countries, it is accompanied by a study of associations of use of data types. The results revealed that only a few types of data sets are used in Lithuania: statistical, geographic and transport data and therefore the diversity of projects developed or under development in Lithuania is very limited, unlike in other countries of the world. Based on the results of the association study, it can be assumed that the use of open data is not ensured in Lithuania - the value of the data is too low and therefore some of the open data is not reused. According to Juergen Mueller, SAP board member, the value of the data is determined using the following formula: Data Amount * Data Quality * Data Usage = Data Value It is likely that at least one of the components of the data value is of poor quality, which makes the whole value of the data low. Low value open data is much less common or not used at all.
