Abstract [eng] The master’s thesis analyzes the opportunities and prospects of applying remuneration, that is dependent on the operating performance in Mazeikiai District Municipal Administration, and at the same time in the public sector of Lithuania. The main objective of the study is to determine the level and the impact of the salary that is associated with the ongoing performance on the work efficiency of Mazeikiai District Municipal Administration. Taking into consideration the aim and the objectives set in, the concept of the efficiency of human resources in the public sector is widely analyzed in the thesis. A wider analysis was performed by setting the applicability possibility of the wages based on performance in the civil service as the means to increase organizational effectiveness. By using a survey method the opinion of the employees on pay and performance evaluation systems was identified, the opportunities to improve the organization of them were indicated. The reliability of the questionnaire data was confirmed by the method of data analysis. The situation of the assessment system of performance of human resources in Mazeikiai District Municipal Administration within the existing problems in it has been analyzed in detail by using this method. The analytical results confirmed the set in hypothesis that improper evaluation of performance results and the compensation for them is detrimental to their organizational effectiveness. On the 22nd of April the author participated in the 10th Student Scientific Conference on the Issues of Economics and Management organized by the Faculty of Social Sciences of Šiauliai University. In the Section of the Modernization of Public Sector she made a presentation on the topic “The Problematics of a Civil Servant`s performance evaluation“. The report ranked the third place.
