Master's thesis analyzes the cultural heritage policy, cultural heritage analysis of the situation, prospects, development, problem solving Siauliai region. Done Lithuanian and foreign authors of scientific publications in the Lithuanian legislation, strategic plans, reports, international standards, EU directives, web analysis, their systematization and expert interviews were interviewed five experts from Siauliai Region municipalities (Siauliai, Akmene, Kelme district, Radviliškis district Joniškis district). Respondents answered the questions related to cultural heritage, the development and implementation of policy. The investigation revealed that Lithuania's cultural heritage policy is not met the needs and everything goes too slow and the lack of an appropriate strategy to help to develop cultural heritage. An important factor is the bureaucracy, which only aggravates the situation, the main problem is lack of funding, low adaptability of cultural objects, the priority is landing. The study confirmed the hypothesis - Cultural heritage in the development of the situation in Siauliai region responds national programs and laws and other normative documents defined cultural development provisions, but lack of funding prevents the implementation of goals and objectives relating to cultural heritage policy implementation. |
