Abstract [eng] Child care has historically and traditionally always been a delicate and a topical problem of the society, coherent with mercifulness and altruistic help to a neighbour. The increase of the number of stray children in the recent decade necessitates optimization of a child care system in order to provide a child devoid of parents’ custody with an adequate social assistance. An effective implementation of institutional-social child care is central to a child experiencing a continual risk of becoming an inferior member of society. The present issue is given little consideration in Lithuania. Significance of the situation and insufficient scope of its investigation enable the performance of a number of studies that would helpful in establishing the operational efficiency of children’s rights protection services in implementing institutional-social children care. The object of the study: the activity of children’s rights protection services in implementing institutional-social children care. The aim of the study: theoretical substantiation and empirical investigation of the operational peculiarities of children’s rights protection services in implementing institutional-social children care. The goals of the study: the analysis of scientific literature and legal instruments regulating the child rights protection system and institutional-social children care; an empirical research into the possibilities of children’s rights protection services in making the implementation of institutional-social child care more effective: cooperative opportunities and problems of child care institutions and children’s rights protection services; presentment of conclusions and recommendations on intensification and enhancement of the possibilities of institutional-social child care. Hypothesis: the activity of children’s rights protection services in implementing institutional-social children care is not effective enough inasmuch as efficient organizational and cooperative opportunities of child care institutions are being ignored. The technique of the study: the study is based on contemporary ideas of humanistic theory which focus on the individual and his relations with social environment. These relations require the analysis in discussing and tackling the issues of institutional-social children care. The following methods of the study were used: the analysis of scientific literature, documents and reports; a questionnaire survey of employees of child care institutions and wards of child care institutions; the statistical analysis. The base and the sample of the study. The sample included 107 children residing at Šiauliai Regional child care institutions and 103 employees of the same institutions directly engaged in work with children (the management staff, educators, social workers, etc.). The accomplished study is both, innovative and significant in theoretical terms. The findings, conclusions and recommendations of the given study can be practically beneficial to specialists (employees at child care institutions, specialists at children’s rights protection services, social workers, etc.) who might be able to make influence on a more efficient implementation of institutional-social child care. The study confirmed the initial hypothesis. The activity of children’s rights protection services in implementing institutional-social children care is not effective enough inasmuch as efficient organizational and cooperative opportunities of child care institutions are being ignored.
