New expansion tendencies of homesteads and even settlements construction are investigated in the current master thesis. Aim of research – to investigate the establishment of new residential areas (settlements and homesteads) problems in non-urbanized areas, referring to Mažeikiai region municipality case study; also to investigate strategic problems of establishment of new residential areas (settlements and homesteads). Methods of investigation: analysis of the scientific publications, statistical indicators and media publications, societal inquiry (survey, interview), data processing with the help of mathematical statistics and graphical methods, formulating of conclusions and recommendations. The investigation was carried out in 2008 – 2010. Societal inquiry was performed in Mažeikiai region municipality of Telšiai region. Theoretical aspects of the development of non-urbanized areas are discussed in the thesis: the principles of the territory planning, development of non-urbanized areas in the context of regional development, the role of non-urbanized areas in the postindustrial society, the politics of rural development. The principles of sustainable development are also analyzed. Homogenous vital space creation and equal development of the country as a whole are emphasized for realizing the residential function - one of the most important function of today‘s rural. New homesteads and settlements establishment ideas and possibilities to apply them in Telšiai region are summarized. The establishment and implementation drawbacks of long-term strategic planning are highlighted, self-government problem is stressed and the importance of community activity is emphasized. The data analysis of the inquiry of rural residents of Mažeikiai region and the interview of the responsible municipality representatives is carried out, conclusions and recommendations are presented in the practical part of the thesis. The inquiry revealed the importance of the problem raised, highlighted the main difficulties rural residents have to deal with, and pointed out the new model of the rural homestead. The thesis is valuable because very little attention is given to the expansion of non-urbanized areas both in Mažeikiai region and in Lithuania as a country as well. There is a lack of generalizing research on this. |
