Abstract [eng] Reorganization of primary health care is a priority realm of health reform regulated in such documents of health policy as Lithuanian National Health Conception, Lithuanian Health Programme, \"Ljubljanian Charter\" and etc. One kind of human activities is medical help therefore it is necessary to start speaking about its quality as the quality of services. What is quality? What are the first thoughts that come to our minds when we hear the statement “the quality of healthcare services”? The quality of the service is not only satisfaction of patients’ needs at any price but the quality requires to use resources in the most efficient and economic way. A qualitative service in the realm of health care services as anywhere else can not be provided really qualitatively if the persons who provide it do not put any efforts and do not see any purpose to do it really well. In health system the main role fall to the persons who provide services i.e. the doctors. It is important that the doctors would understand the significance of the quality of services they provide and would try to improve it. The analysis of good work results of primary health care institutions and the analysis of the reports of the observation of outpatient health services are performed in the work and the demand of quality management in health care institutions is assessed.
