Abstract [eng] In the MA paper management competences and possibilities of competence formation of heads of departments have been analysed. The subject of the paper is the personal, social and professional capacities of Mazeikiai district municipality administration leaders. The goal of the research is to analyze the personal, social and professional capacities, evaluate the tendencies and prospects of competence- developing. In the theoretical part of the paper the systemized attitudes of various authors towards the management competences of the leaders have been presented. Capacities forming the personal, social and professional competence have been analyzed in detail as well as the means for managers to form or strengthen the existing level of management competence. In the practical part, subject to M. Woodcock’s and D. Francis’s (1982) test for the assessment of the managers capacities and potencies, the management competences of heads of Mažeikiai Regional Municipal Administration Departments have been investigated. The results of the research shows that the main faults or ‘the weak aspects’ of heads of Mažeikiai Regional Municipal Administration Departments are as follows: insufficient ability of self-control; insufficient creativity; insufficient skills of problem-solving; weak skills of leadership; obscurity of the individual virtues system. It was estimated by the research that the municipality subdivision leaders should orient towards the development of communication clarity and accuracy, perform a self-analysis of the professional activity, develop the ability of problem-solving. The profiles of the capacities-training needs of a group of leaders may be applied while organizing the stream programs of education, especially qualification refreshment, thus rationally using the teaching time and finances.
