Abstract [eng] In order to increase confidence in the government it is planned to strengthen the self-governing communities and wards by improving public administration. Motivation of the ward employees to meet the targets successfully is becoming an important factor in the context of the transformation of the public administration. Due to the lack of the study analyzing ward staff motivation (including persons employed under an employment contract) in the master's work a hypothetical ward staff motivation system model was developed and the application of the model in the wards of Akmene district studied. When creating a hypothetical ward staff motivation system model, human resource management, strategic management, process management, traditional and modern employee motivation theory were analyzed taking into account the public sector institutions and wards employee motivation specifics. Selected theoretical provision is that employee motivation system should be integrated with the human resources management process and that in the wards employee motivation system selftranscedence aspect is very important. Master's work carried out in a number of research methods in order to achieve the objective, detailed and reliable results forming a holistic view of how motivation process functions in the wards. Having surveyed 46 neighborhoods employees it is clear that public sector employees' (civil servants and persons employed under an employment contract) needs are partly satisfied with the same means of motivation. The study also actualizes elements of organizational culture in line with workers' personal values and selftranscedence, which is regarded as one of the most motivating factors. Analysis of the target group (4 elders) debate identified factors supporting the use of the created model such as a large degree of freedom to apply intangible motivation measures, communication culture, orientation to community needs and some hampering factors such as the lack of systematic approach, limited financial autonomy and negative public attitude. It was found weak employee motivation integration with competence-based human resources management resolution process. The study showed that a hypothetical model formed in the particular master work can be used as an alternative to improve wards employee motivation process. The work consists of a summary of the contents, introduction, theoretical, and methodological research, conclusions, recommendations, references and appendices.
