Abstract [eng] The thesis aims to systematize theoretical insights and practical aspects about organizational culture and the role of leader in its formation process. The main objective of the thesis – to investigate the role of leader in shaping organizational culture, choosing the case of Skuodas gymnasiums as the research object. The aims of the thesis are: 1. To analize the organizational culture, the concept of values and the formation of the organization culture links with leadership aspects. 2. To explore the strategic attitudes of the leadership and organizational culture formation in an educational institution. 3. To reveal empirically the organizational culture of the gymnasiums of Skuodas district, evaluating the role of the leader in its formation process. 4. To form the hypothetical model of the leader‘s role by shaping the culture of the educational organization on the basis of the research results. The research methodology has been done. The Master's thesis consists of three parts (theoretical, methodological, research), conclusions, recommendations, references, appendices. In the theoretical part the concept of the organizational culture, the value system of the organization, the human resources and management in an organization, the manager‘s role in the formation and management of the organizational culture and the meaning of the manager – leader to the organization‘s efficiency have been analyzed. The empirical research has been carried out in the gymnasiums of Skuodas. The objective of the research was to determine whether the values of a leader have an impact on the formation of the organizational culture, what is the role of the leader in shaping organizational culture. The research has shown that the organization members approve of the organization‘s goals, mission, traditions, communication rules. The values of the manager and employees are the same and that leads to an assumption that the values of the leader is an important argument in shaping organizational culture. The research results also revealed that in order to assess the leader‘s influence on the formation of the organizational culture properly , it is necessary to present the factors that formed the worldview of the leader. Foremost, it is the managers' skills, values, desires, needs, one‘s attitudes to ongoing phenomena, initiative, ambitions. The leader himself is affected by the expectations of the organization members because all employees have their own desires, needs. Each employee working in an organization has its own goals and overall organizational goals. Therefore, the implementation of the objectives is really important and it partially or sometimes totally depends on the head. The head of the organization is also affected by organizational culture which perhaps formed itself or perhaps it was shaped by the head himself. In addition to this, it also makes an impact on the head‘s decisions that make in shaping organizational culture. The external environment also influences the head‘s decisions. It is the political, economic, social and cultural environament that should be taken into consideration by managing and developing organization.
