Abstract [eng] The final Master's thesis analyses the human resources management of Mažeikiai Department of the State Social Insurance Fund Board. The thesis was carried based on scientific literature, legal acts, internal documents of the institution and other documents, and analysis of statistical data. An interview was performed. The analysis consists of two main parts: The theoretical human resources management discourse was analysed in the first part of the thesis in order to reveal the peculiarities of human resources management. A systematic analysis of human resources management concepts was performed in this part, the elements making up the human resources management process were analysed – planning the demand of these resources, recruitment, selection, adaptation process, human resources assessment procedure, qualification improvement, motivation system, and human resources management based on competencies. The main aim of the thesis is to identify the main human resources management problems faced by the Mažeikiai Department of the State Social Insurance Fund Board and to develop proposals for improving these areas. An analysis of the institution's situation and informant attitude analysis were performed for this reason. Analysis of Lithuanian laws and other normative legal acts governing the career management of public servants is carried out in the second part of the thesis. The analysis of internal documents of the institution, reports, indicators and other official documents and statistics associated with human resources management was performed in order to identify the peculiarities of human resources management specific to the Mažeikiai Department of the State Social Insurance Fund Board. Informants were interview by the means of a standardized interview. The data collected allowed identification of the human resources areas of the State Social Insurance Fund Board Mažeikiai Department. The analysis revealed that the main problem of the institution is a shortage of employees. The lengthy tender organization procedures, complex specifics of the work, due to which suitable specialists are hard to find, as well as salaries not meeting the established requirements and the qualifications of employees, and staff cuts have an effect on this.
