Abstract [eng] REDUCING LONGTERM UNEPLOYMENT SUMMARY REDUCING LONGTERM UNEPLOYMENT. Unemployment occupies a significant place among many economical problems. Unemployment (in particular long-term unemployment) is a complicated economical and social problem, having a direct and deep impact both on individuals and on the entire country. Unemployment problem differently influences separate individuals: some of them never encounter this problem, while others often and for a long period join the unemployed. Often the unemployed persons feel psychological tension and do not believe in the future. Unemployment reduces their social and economical activity and often preconditions social exclusion, which is incompatible with a human’s social development. The problem of long-term unemployment is relevant not only in Lithuania but in European Union Member States as well. Western countries, although they have a better developed market economy, are incapable of solving this problem. The aim of this paper is, while referring to scientists’ researches, statistical data and the analysis of the survey of long-term unemployed persons, to evaluate the situation of long-term unemployed persons in labour markets of the EU countries and Lithuania, propose the main trends and measures for improving employment capabilities of such persons. After carrying out the survey and analysing statistical data, the conclusion has been drawn that the poverty reducing strategy should encompass all aspects of the state policy: increasing the employment level, accelerating economical development and the agricultural reform, as well as improving the educational system. While fighting poverty and social exclusion, very significant support could be received from the European Union structural funds.
