Abstract [eng] SUMMARY Master Thesis. The objective of present paper – to examine eHealth system installation problems and development possibilities in Klaipėda region health care institutions. An empiric combinative research method was applied for the analysis of problems raised in present survey, by using approaches of the following quantitative and qualitative examination methods: questionnaire survey and semi-structured interview. Present final paper for Master’s degree analyses basic installation peculiarities of information and communication technologies into health security system, describes problematic aspects of eHealth strategy implementation, provides different theoretical and practical material on researches done by Lithuanian and foreign authors regarding implementation of eHealth projects. The analysis of data received from questionnaire survey and interviewing of specialists allowed for formation of conclusions concerning essential problems of eHealth projects’ implementation. It can be stated that installation of eHealth in health care institutions is problematic because of the following factors: lack of knowledge and competence in Information and Communication Technologies (ICT) usage, absence of motivation and necessary computer literacy skills among employees, insufficient financing, lack of qualified staff, needed for the implementation of projects regarding electronic services, imperfections of legal basis and bad work planning in new situation. Moreover, health care institutions don’t have clearly specified computerisation goals and developed ICT installation strategy. Specialists unanimously emphasise that there is a need for publicity about eHealth system installation. Empiric research confirmed hypothesis that insufficiently high level of computer literacy in regional health care institutions might be one of the basic reasons influencing inadequate installation and development of eHealth system. Present survey showed that employees with poor computer literacy knowledge don’t feel the need for ICT installation in their workplaces and don’t think that it would improve their work productivity, and they also experience greater fear for failures that can occur while implementing all the changes. Hypothesis, regarding the fact that the most problems in implementing eHealth projects arise because of insufficient motivation among personnel working in health care institutions and their resistance to changes, was confirmed only partially. Above mentioned reasons are ascribable to strongly influencing factors; however lack of knowledge and competence, imperfections in legal basis and financing are indicated as not less important factors. Having analyzed typical problems of eHealth system installation, we can make an assumption that essential problem is insufficient and ineffective management of health system institutions.
