The Master's thesis analyses management of the company \"Šiaulių vandenys\" controlled by Šiauliai City Municipality by applying the principles of a quality management system. The aim is to reveal the peculiarities and efficiency of their application in the aforementioned company. In the first part of the Master's thesis, we analyse the subject and methods of the quality management and describe the principles of the quality management on the grounds of the studies of Barczyk C.C., Oakland J., Hellstrom A., Eriksson H. Sampaio P., Saraiva P., Rodrigues A.G., Vanagas P., Ruževičius J., Kaziliūnas A., Stancikas E.R., Bagdonienė D. and other authors. There is a more detailed description of the quality management system according to the standards of ISO 9000 series in the aspect of benefit for organization. The second part deals with the peculiarities of the quality management implementation in Lithuanian local government and enterprises subordinate to municipalities by discussing the legal framework of interaction between the municipality and the entities rendering public services controlled by it in the aspect of quality monitoring, describing the basic municipal functions and responsibilities in pursuance of qualitative public services provision, analysing in more detail legal regulation of a public service – the supply of drinking water and waste water management. In the third part, we present the results of a complex research of the management process efficiency of the company \"Šiaulių vandenys\" controlled by Šiauliai City Municipality by applying the principles of a quality management system. The research confirmed the first hypothesis of the paper that the company \"Šiaulių vandenys\" controlled by Šiauliai City Municipality is able to take effectively the advantage and potential of their quality management system. The results of the research showed a high level of maturity of the organization \"Šiaulių vandenys\" in application of the principles of quality management principles and new opportunities in pursuance of higher efficiency of the quality management principles. The analysis of the results obtained by a structured interview and legal acts revealed that Šiauliai City Municipality, on purpose that the services of the controlled company would be qualitative, contributed to implementation of the quality objectives of performance set forth by the company \"Šiaulių vandenys\": 1) through supervision and control of the organization's activity, 2) by approving the organizations' quality management activities, 3) by means of financial grants to the organization. Thus, the second hypothesis of the paper was also confirmed: Šiauliai City Municipality can legally affect the efficiency of performance of the subordinate company \"Šiaulių vandenys\". |
