In this master‘s work the analysis of theoretical literature on the strategic management and strategic planning has been done. The specificities of strategic management application in the public sector, based on the determined strategic management methodology have been analysed. The changes of the Lithuanian health policy, the adaptation options of strategic management in the health care system and the importance of primary health care has been analysed. In this study the activity Šiauliai municipality public health bureau has been emphasized. A new public health institution – Šiauliai Municipality Public Health Bureaus started its activities in 2006. The institutions of this kind play the basic role in the primary health care. In this study the assessment of Šiauliai city population has been done and the documents, regulating public health in Lithuania and EU, SWOT and PEST have been analysed. Eight public health experts have been interviewed. Four health priorities have been identified and based: chronic diseases prevention, children's health, healthy aging, socioeconomic inequalities reduction in the public health system. The experts provisions analysis have been summarized. The main proposals and conclusions have been formed. |
