Basic and secondary schools and gymnasiums of Lithuania were chosen as subject of this study. The study was carried out using a questionnaire. Staff of school libraries was interviewed. Having studied the development and management of information abilities in school libraries a conclusion was made that the process of control of information abilities in school libraries is implemented rather poorly. School librarians do not make plans for development of information abilities and do not carry out control of their results. Control of results, however, is necessary in order to develop skills of information abilities of students properly. If development of information abilities in school libraries is duly organised the students will face less difficulties in vocational and higher schools were independent learning prevails and will get used to plan most of their assignments independently. A librarian, who helps defining key words, as he is aware of how information is classified, should participate in every stage of development of information abilities.
