Culture and art are the essential elements of general education that can provide personal prosperity. Therefore, the right to get qualitative artistic education is a universal human right and the law of all students and post-graduate students, including those who are often unable to get education, immigrants, cultural minorities and people with disabilities. International declarations and conventions declare that they are intended to provide all children and adults the right to education and ensure their full and harmonious development and participation in cultural and artistic life. |
