Abstract [eng] Quite a lot public health researches are performed in Lithuania like and over the world. The public health researches amount almost 30% of all during a year performed and approbated by The Lithuanian Bioethics Committee biomedical researches. Object – to see the opinion of the investigators and investigative objects who are taking a part in public health researches and the opinion of the bioethics committee experts. How do they estimate the ethics demands for the public health researches? For the work was chosen qualitative research, focus groups discussions – interview method, content analysis method. By the wholeness principle were made three focus groups: “Investigative objects”, “Investigators” and “Assessors”. In each group 6-8 respondents. The results: In Lithuania there isn’t unanimous settlement what the public health researches exist, in this case it isn’t clear what ethical demands must be used. Under the Lithuanian Republics biomedical researches ethical low the public health researches get into group of biomedical researches and the same ethical demands as to all biomedical researches are operated to them. On this question all three groups and also The Lithuanian Bioethics Committee members had the same opinion. The Lithuania Bioethics Committee by allowing or not allowing to make the public health research protects “investigative objects” from possible harm to their health. “The assessors” maintain that they execute The Lithuanian Republic laws. “The investigators” who are making the public health researches resent, that there are too many rules and the researches are stopped. It is very difficult to get informed agreement from parents or caregivers when the juveniles are question by using the questionnaires. It is difficult to keep the principle of confidentially when during the research particular disease is diagnosed and the timely treatment won’t be started if withhold this information from the person. The principle of confidentially is broken, when researches are operated on the mental patient, as informed agreement must be certified by two witnesses and manager of health caring institution in what the research is operating. When the anonymous questionnaire poll is operated there is no possibility to ask for informed agreement because the anonymity will be broken. If to keep the Lithuanian Republic lows it is no possibility to operate the public health research with prisoner, unless the research will be convert to sociological. 1.The biomedical researches can be understand in a broad sense and involve many studies not only medicine, but also social science, biology, engineering, public health and other sciences where human being takes a part. The public health researches under The Lithuanian Republic biomedical researches ethical low are ascribable to biomedical researches and the same ethical demands are used to them as and for all other biomedical researches. 2.The persons of groups of “the investigative objects” think that ethical demands for biomedical researches also and for public health researches, protect them from possible harm to person health. 3.“The investigators” state that ethical demands are too strict when minimum risk public health researches are performed. When the researches are performed with easy pregnable persons (children and mental patients) it is difficult to get the agreement of informed person and to keep the principle of confidentially. 4.The group of “the assessors” state that they execute the Lithuanian Republic laws and protect investigative object from possible health harm. They think that the procedure of permit dispensation for some minimum risk public health researches can be streamlined. 5.The Lithuanian Republic laws, manuals, monographs do not give the definition for the public health research, therefore every investigator interpret differently.
