This work substantiates the relevance of school strategy under fast changing conditions. The trends of the factors influencing internal and external environment of the modern general education school were established. Expression peculiarities of internal and external environment factors in the documents presenting school strategy were identified and recommendations to optimize the design and realization of general education school strategy were formulated. The aim of this research is to substantiate the peculiarities of the analysis of the situation in general educations schools and the trends of its expressions in the school strategy documents both theoretically and empirically. The hypothesis of the research is as follows: the analysis of internal and external environment of general education schools will differ in its nature, conceptuality, extent and structure; in the vast majority of the school analysis the trends reflecting negative impact of economic and social factors will predominate; schools SWOT analysis will emphasize their strong sides than faults. 72 strategic plans of general education schools in different regions of the country covering the period 2005-2012 have been used to carry out the research. Empirical research included the analysis of the structure and content of the general education schools strategic plans and the analysis of internal and external school environment. The statements showing positive and negative effect on school work and tendencies of positive and negative environment factors were singled out. Also the trends of school strengths, weaknesses, opportunities and threats were identified. Analysis of the empirical research results highlighted the following trends: part of schools confine to SWOT analysis not putting emphasis on the impact of the external factors. Many schools underestimate the influence of the political factors to the development of their organisation. Analysis of the economic and social factors shows that schools emphasize more negative than positive impact, however social factors are analysed most thoroughly. Analysis of technological factors points out insufficient tendency of technological resources. Analysis of human resources indicates significant differences in quality and quantity. Analysis of school planning system shows its formal nature and does not reveal any factors. Analysis of the financial resources points out it as an essential school problem. Five times less statements reflecting school opportunities than internal and external threats were identified. More external than internal threats were found out. Schools do not perform competitive environment analysis. The hypothesis of the research has proved out. |
