Abstract [eng] The objective of the master thesis is to analyse the concepts of agricultural activities in Šiauliai and Telšiai districts and their change tendencies, to establish factors and opportunities, which would stimulate development of new alternative businesses, to reveal the perspectives of diversification of economy activities of the region and social economic improvement of population. Insufficient development of the areas of rural economic activities and scarce establishment of new workplaces determine the gap between the standard of life of urban and rural population. The analysis of economic and social situation shows that considering non-traditional businesses in meanly urbanised territories population indicated high taxes, complicated compulsory accounting procedures and the procedures of issue of business permits and other documents. Mean support from the state institutions, a lack for vocational training and qualified workforce – these are the factors also impeding development of unconventional businesses. Considering business establishment opportunities in residential environment, creating workplaces at home of the residents of rural areas or near their homes, it was strived to ascertain the concern of rural community to implement the measures stimulating creation of new workplaces, to develop favourable to business conditions, i.e. improve business environment and the services stimulating business development in sub-districts, to satisfy the interests of all legal business layers, to develop and implement small and medium sized business programmes, to cooperate in the areas of education of rural population, education of public entrepreneurship, consecutive education and re-qualification.
