The aim of the master thesis is to conduct the evaluation of the implementation of Civil servants training strategy during 2011-2013 in public management institutions in Taurage and to provide for civil servants training system development model. In order to accomplish the declared aim, the analysis of Lithuanian and foreign authors scientific publications in the aspect of strategic management civil servants training has been done; the analysis of the law acts of the Republic of Lithuania, strategic documents, institutions reports, expert analysis of the findings. Scientific literature and document analysis-based study Taurage area of public management and administration has allowed to establish links between the training of public servants for 2011 - 2013 strategy, the goals, objectives, policies and priorities. Expert interviews conducted analysis based on the three strategy evaluation criterion: service, results and effect, allowed to find out the opinion of experts evaluation strategy, institutions strategic objectives in relation to the quality of training of civil servants, priorities and objectives of the implementation. Summarizing the results of the study showed that Taurage district public administration does not put enough emphasis on training of public servants to implement the priorities identified in the strategy, as this process is confronted with certain problems of funds for the training of civil servants lack the high cost of services, and lack of attention to raising funds for training from the EU Structural funds and other project activities and others. The examination of both the main theoretical and practical aspects of the training of civil servants and the assessment of civil servants training for 2011 - 2013 Strategy Taurage district in the public sector, identifies the summary findings and recommendations, which are reflected in the master's thesis the author conceived of civil servants training system development model. |
