Abstract [eng] The leading aim of public health programs is the prevention and (or) control of illness and death. Public health programs focus on the elimination of major problems in the presence of a large number community members and organizations, thus program evaluation must be carried out in the process of it’s planning, execution and implementation. The aim of the study. To assess the impact of State Public Health Development in Municipalities for 2007-2010 year program’s 2007-2009 year measures. Objectives. 1.To evaluate Vilnius population knowledge, attitudes, behavior and understanding of personal and community health, municipality and public health bureau’s public health care and their roles. 2. To evaluate Kėdainių district population knowledge, attitudes, behavior and understanding of personal and community health, municipality and public health bureau’s public health care and their roles. 3. To identify key differences between the impact of the program in Vilnius and Kėdainių district municipalities. Methods. In Vilnius and Kėdainių district was carried out an anonymous questionnaire survey. The study included 285 Vilnius city population and 372 Kėdainių district population. Statistical analysis of the data were processed using SPSS 15.0, WinPepi (2006) and Microsoft Excel. Results. Kėdainiai distr. people have more knowledge and wider understanding of public health than Vilnius people: twice as much Kėdainių distr. population (32,6 percent) than Vilnius city population (16 prc.) public health terms is clear; statistically significant (p = 0,000) more Kėdainių distr. people (62,1 prc.) than Vilnius people (14,7 prc.) know (or are aware) of the public health bureau and have knowledge about it’s activities; 41,1 prc. Vilnius people feel lack of knowledge about the healthy lifestyle, healthy eating, etc. and only 26,6 prc. Kėdainiai distr. people notes that they suffer from the lack of such knowledge. Kėdainių distr. people feel more satisfaction (79,3 prc.) than Vilnius people (46,2 prc.) (p=0,000) about it’s district health education and training. The main reason of Vilnius city people dissatisfaction with the health education is that education in general does not take place in Vilnius while Kėdainių distr. people notes that such activities are simply not enough, too little or inconvenient in time. Significantly more Kėdainių distr. (41,5 prc.) people than the population of Vilnius city (0 prc.) feel the public health bureau’s impact on personal health (p = 0,000) and much more Kėdainių distr. people (61,7 prc.) than Vilnius (11.8 percent) feel the bureau’s impact on community health (p=0,000). Furthermore population of Kėdainių distr. are more inclined to accept the bureau activities are important, effective and sufficient (p = 0,000). Conclusions. The impact of the State public health development in municipalities 2007-2010 year program is felt more in Kėdainių distr. than in Vilnius city municipality. Based on survey results and comparing experiences of Kėdainių distr. public health bureau’s and Vilnius bureau, it can be concluded that the development of public health bureaus positively influence public knowledge, attitude, opinion and behavior more in that municipality, in which the bureau has more operational experience.
