The final Master’s Thesis deals with the Lithuanian compulsory health insurance system and methods for improvement thereof are suggested herein. The assessment methods prepared for the compulsory health insurance system being operated for over fifteen years are based on studies done by Lithuanian and foreign scientists as well as statistical and econometric methods. Theoretical analysis of the country’s compulsory health insurance system has been made, revenue and spending of compulsory health insurance fund budget have been analysed, factors having mostly influenced changes thereof have been identified on the basis of objectives formulated in the logical-structure parts of the research. The burden of health care expenses on business and the state has been assessed as well and it was determined how the residents assessed the quality of the services provided by health care establishments. Perspective analysis of revenue and spending of compulsory health insurance fund budget has been made and a theoretical model for increasing revenue has been created, the good practice of foreign countries encouraging development of voluntary insurance has been suggested in the third part of the Thesis. |
