Issues and opportunities of real estate administration are analyzed in the Master’s thesis. The empirical study analyzes the case of Mazeikiai District Municipality. The theoretical aspect of the paper focuses on aspects of realt estate improvement, reviews the notion and essence of real estate, peculiarities of real estate administration in municipalities, management issues, improvement opportunities in municipalities, means for a more effective management of real estate and strategic planning as the precondition for the improvement of real estate administration. The following research methods were employed in the thesis: Theoretical: the analytical method, which is applied in analyzing scientific literature, legal acts, processing data from the empirical study; the method of generalization, which is applied in formulating problems, hypotheses, developing a research plan, collecting data and providing generalizations based on it. Among empirical methods, documentation analysis was one of them; a semi-structured interview was conducted with the employees of the Department of Asset Management of the Administration of Mazeikiai District Municipality; a survey of participants via email, where heads of 6 Departments of Asset Management of Administrations of Lithuanian municipalities were interviewed; the method of systematic analysis, which was applied in making generalizations about the research results. The purpose of the study was to research the issues in real estate administration of Mazeikiai District Municipality and offer opportunities for improvement. The following tasks were formulated to carry out the latter: analyze the theoretical aspects of real estate administration and improvement in municipalities in accordance with the legal acts of the Republic of Lithuania and scientific literature; analyze the present legal base that has influence over the management of real estate in municipalities; analyze the management issues of real estate in Mazeikiai District Municipality and opportunities for improving the process. Upon completion of the research, it was concluded that the legal background on a municipality scale is favourable for the improvement of real estate administration, thus the municipality should seek out ways of eliminating loopholes in legal acts, offer suggestions for improving them, prepare alterations to draft documents, initiate processes etc. A state officer or head of a company should be appointed to govern and be responsible for the effective management of real estate. The municipality should not be given the right to administrate assets that are not within its direct possession. |
