Abstract [eng] In Master's work there is formulated the management problem of healthcare strategic issues – the healthy lifestyle model does not work in many families and it is important to find out what we need in order this model to become the norm, that person could help himself, and does not do the things, as he often does: harms himself, and then hopes that the medical profession will rebuild him. At present, a healthy lifestyle depends on the financial situation of families, education, the ability to make rational use of free time, the understanding of perspective. Analyzing long-term strategic development plans of the municipalities we noticed that there is not given as much attention for a healthy lifestyle as it should. The theoretical part analyzes a healthy lifestyle conception and perspective, the healthcare strategic issues, the management of healthcare issues, the political parties approach to the healthcare, and reviews the situation changes in the non-urban and low urbanization level areas during the last decade and the health system changes in the non-urbanized areas with the low level of urbanization. There are analyzed and systematized Lithuanian and foreign authors’ scientific articles, research results, there is given an analysis of Lithuanian legislation, reports, strategic plans, the Internet sources. The empirical part identifies the main healthcare issues in Joniškis district. The study was examined young people attitudes towards a healthy lifestyle, it was interested in healthy lifestyle habits, the environment they live and how that affect their good health. It was also interviewed aldermen they were asked about the healthcare strategic issues in the rural Joniškis sub-district. Students and aldermen survey information was systemised and generalized. It was found that an impact to living in more remote areas on health changes have the growing migration and an unfavourable environment: difficult access to healthcare services, increasing consumption of psychotropic substances, particularly among young people, unemployment, unfavourable living environment, emotional stress, social problems. The local government could improve health care strategy, to promote various health projects, through sub-districts, educational institutions, local communities, media and healthcare institutions.
